Overview





+ Manage and improve project's Contract Margin (CM)


+ Maintain and improve the purchasing performance (QCD) on the Project's purchased components.


+ Manage all purchasing aspects of assigned projects, starting with the tender phase. Work with project team and commodity buyers to drive supplier selection, use standard products, guaranteesuccessful development of engineered parts, use APQP, and overall supplier management duringdevelopment.


+ As member of project team, be the interface between the technical development, global commodity buyers, SQA/SQE and suppliers.





Responsibilities





+ Be involved upstream, launch studies and price estimation during tender phase.


+ Participate in make-or-buy and outsourcing decisions and in the decision process to cluster singlecomponents into comprehensive sub-assemblies. Challenge the Bill Of Material in order to proposeprice and cost reductions. Use standard products. Organize the project to allow development of thespend in Low Cost Countries, to allow development of the complete localization of the BOM. Achieve PPIP, PPIP FAC and lead time up to IS acceptance


+ Interface between the suppliers and the Project Core Team (Wabtec requirements, supplier's requests, co-design, risk alert, etc.). Also manage the supplier's aspect of ECR/PCR


+ Build the planning and guarantee purchasing tasks are executed on time versus project planning


+ Integrate, from the contract and the development phase, the Services needs (no private label, Performance, and price for spares).


+ Manage supplier selection process and guarantee time for RFQ and TFC-select the supplier with agreement of SQA, Project Manager, Technical Leader and Lead buyer


+ Pilot a monitoring Project Procurement file that supports APQP process (along with SQE)


+ In the scope of his or her projects, organize and manage technical reviews with technology partners, Supplier Quality, Engineering and Supply Chain in order to formalize the Team Feasibility Commitmentat supplier selection and guaranty the achievement of the Technical Specifications


+ Manage the transition from project to production phase with Industrialization audit, PPAP and FAI acceptance.


+ Participate proactively in improving the Corporate Group purchasing performance.





Qualifications





+ BS Degree in Business, Supply Chain, or similar


+ Experienced in project purchasing, skilled negotiator


+ Drive, able to manage cross-functional teams, excellent presentation and communication skills


+ Experience in a globalized industrial environment


+ Working experience in teams, management experience is a plus
